Why doesn't turn it off & back on again work?

When you cycle power to a system within a rack, devices boot up at differing speeds. In particular Audio DSP & Videoconferencing codecs often take several minutes to reboot. When a control system reboots, reaches out to controlled devices & does not receive a response from a controlled device, the control system reverts to the last known status of the controlled device, which is often inaccurate. This can lead to incorrect mutes, privacy, & is especially problematic in room combined systems. Should it be necessary to reboot a full system. The control processor should be rebooted individually AFTER all other devices have completed their reboot.
